Hardware setting
S32K118 EVB have to use External Power Supply(5-12V) to supply DC power
Because of use external power, J107 Jumper have to switch to Pin2 & Pin3.
Ensure the jumper configuration is correct, check jumpers J109, jumpers J109, J110 and J11 must be changed from Pin1-Pin2 to Pin2-Pin3 .

Using MULTILINK ACP PorC to flashing S32K118 EVB
If the hardware is set up correctly, the MULTILINK ACP orange light will turn on.
Software Setting
Right click project -> Debug As → Debug Configurations…
Select project -> PE micro Debugger → Interface USB Multilink→ Refresh → Debug
Initially, the Port label is empty, but after clicking the Reflash button, it will display the USB-ML-AVP RevB device.
