Update BIOS with Region Lock

1. Remove DC input

2. Enable DIP switch #4

3. Put back DC input, power on Nuvo-10108GC

4. Make sure H2OFFT-x64.efi version at least v2.28

5. Flash with Nuvo-10108GC with

H2OFFT-x64.efi BiosName.bin -all

1. After flashing, power down the computer, unplug the DC input, disable DIP switch #4

2. Turn on Nuvo-10108GC
